Background

We currently produce a detailed review summary that provides summary feedback of each review comment in a merge request. This summary is too verbose to be valuable in the comment, but could provide value in the right context (To-Do's, Notifications, Drawer).

Proposal

Like in &10401 (closed) - we should still generate this summary, but do it automatically in the background when a review is submitted so that we have the information for other notifications or implementations.
