Resolve "Stripe: Block event acceptance for orgs with no plan"

  • Adjusted get free tier orgs logic to include canceled plans (but not if they have active)
  • Throttle non-plan users or users with only canceled plans
  • If you select a free plan and cancel it - you won't get unthrottled. That isn't a specific requirement but is fine.

When testing - we should look for edge cases. Users who are throttled should have clear instructions (sign up for any plan or paid plan)
