Stripe: Block event acceptance for orgs with no plan

1. Sign up for GlitchTip with stripe enabled
2. Don't pick a plan
3. Submit any amount of events desired

While the UI reminds the user to select a plan every time they load the app, it can be bypassed. Some users abuse this. All events should be blocked instead.
