Add an acceptance test for the PLAN_STAGE_START stage event

!3352 (merged) added PLAN_STAGE_START to the allowed stage events of gitlab_value_stream_analytics and merged without an acceptance test for it. This adds the acceptance test Duo asked for in that review.

Changes

Adds TestAcc_GitlabValueStreamAnalytics_ProjectPlanStageStart, which creates a custom stage from PLAN_STAGE_START to ISSUE_FIRST_MENTIONED_IN_COMMIT and imports it. That end event is the only one GitLab pairs with this start event.

The test sits next to TestAcc_GitlabValueStreamAnalytics_ProjectLastApprovedStage and uses the same check and import steps. It changes no provider code or docs.

Tests

TestAcc_GitlabValueStreamAnalytics_ProjectPlanStageStart passes on GitLab.com in 7.35s.

TestAcc_GitlabValueStreamAnalytics_ProjectLastApprovedStage still passes in 7.94s.

With PLAN_STAGE_START removed from the validator list, the new test fails with the validator error. So the test guards the value.
