Remove `gitlab_managed_license` resource

Jorge Luis requested to merge jorgelbg/terraform-provider-gitlab:remove-managed-license-resource into main

Initial steps for fixing #1440 (closed).

Some open questions that I didn't see clearly:

  • Do we need to put this behind some sort of version check?
  • There is still one mention in the CONTRIBUTING.md file but not sure what would be a good replacement there.
