Update latest SAST Template and Artifact URL

What this MR does
- After the recent migration, The expectation artifact path has changed. This MR updates the SAST Artifact URL points to the latest SAST artifact path
- Updates SAST CI template to the latest stable version
- Removes the
SAST_EXPERIMENTAL_FEATURESCI var by default
