Add a HTTP/HTTPS proxy as a service, and a before_script that forces Dependency Scanning jobs to use it.

DO NOT MERGE. Create a dedicated FREEZE branch instead.

This is a new integration test needed to test HTTP(S) proxy support for the retire.js analyzer. See gitlab-org/security-products/analyzers/retire.js!93 (merged).
