chore: start using common-ci-tasks

This starts with just some ruby tasks. Planning to add the standard ones later.

chore(deps): update httpclient development dependency

This is needed for ruby 3.4 support: https://github.com/nahi/httpclient/blob/master/CHANGELOG.md#changes-in-290

chore: remove rufo

The style is incomatible with editorconfig and the gitlab-styles already configured. Let's stick to gitlab-styles as that is already used in many projects.

This also fixes the editorconfig and shfmt failures.
