What does this MR do and why?
Each time we find an health problem issue, we check if its description is up-to-date, and if not, we update it.
This will ensure the File URL row is updated with the latest value from master. This will make the auto-quarantine MR more accurate if a test has moved inside its file (with no change to its description).
Note: I will follow-up this MR with the introduction of a base class for these 3 report classes to reduce the duplication.
