Drop yaml_safe_load patch

This was dropped in !192 (merged) but brought back in !194 (merged) due to the need for Ruby 2.7 support.

We have since upgraded our VMs to use Ruby 3.0 and require Ruby 3.0 with !223 (merged), so we can remove this patch now.
