Fix capabilities for EP team members

What does this MR do and why?

Don't derive 'tooling' capabilities from the EP role as some maintainers aren't necessarily in the team.

This requires the capabilities to be set explicitly in team members YAML.

gitlab-com/www-gitlab-com!94601 (merged) needs to be merged before this new code can be used.
