ci: Use the gem-release CI template

The gem-release template automatically release a new gem every time version.rb is modified in master: https://gitlab.com/gitlab-org/quality/pipeline-common/-/blob/master/ci/gem-release.yml?ref_type=heads

It uses the Changelog: Git trailer to populates the release notes automatically.
