Update gitlab-dangerfiles to 2.11.0

Description

As part of gitlab-com/www-gitlab-com#13068 (closed), the ~"type::tooling" label and its related sub-labels will be removed, and typemaintenance maintenance will be used instead.

This MR updates the dependency on gitlab-dangerfiles to https://gitlab.com/gitlab-org/ruby/gems/gitlab-dangerfiles/-/releases/v2.11.0 which uses the up-to-date labels.

This also greatly simplify the Danger setup as the roulette is now part of gitlab-dangerfiles.
