Create a release from a tag

I have been doing a lot of testing of the release keyword in https://gitlab.com/jaime/hello/-/blob/master/.gitlab/ci/release-from-tag.yml. I think we should start creating releases when we tag a new version of the release-cli, this can help us dogfood the feature as well.
