Don't report flaky tests that are currently quarantined

Rémy Coutable requested to merge ignore-quarantined-tests-in-flaky-tests-report into master

The failureflaky-test reports (e.g. triage-reports#229 (closed)) list a lot of ~"quarantined test" issues, which isn't super useful (unless we want to remind specific groups about them) for us since our goal is to see the currently flaky issues that aren't quarantined. This MR filters out the ~"quarantined test" issues from the list.
