Apply default labels for gitlab-org/charts/gitlab-runner

Dry-run:

• For charts: https://gitlab.com/gitlab-org/quality/triage-ops/-/jobs/388702594
• For charts/gitlab-runner: https://gitlab.com/gitlab-org/quality/triage-ops/-/jobs/388702601

We can see that they're not stepping on each others, but for charts it's only looking at the merge requests, and charts/gitlab-runner looks at both issues and merge requests.

So far there are no merge requests which is applicable, so we can't really tell if it's working or not, but I think it should work. (by @godfat)
