Try and label updated untriaged issues using AI
What does this MR do and why?
After a discussion with @cynthia there was some confusion around why old issues aren't getting triaged
This is deliberate as the AI issue triage automation was only introduced for new issues initially
Now we're pretty happy with it, we're ready to enable it for old issues (triggered when they're updated to avoid a "flood")
Expected impact & dry-runs
Running just now there have been about 300 issues updated today, plus the 25 "oldest" we will triage 8 times a day... I expect we will hit an additional 500 or so a day
Hard to say how long it will take to clear the backlog as we're excluding bot/automation issues and those we've already tried to label with AI
