Assign 'group::gitaly::cluster' for Gitaly spawn failures

What does this MR do and why?

We have more and more gitaly spawn failed failures lately (tracked at gitlab-org/gitaly#6196 (closed)), so I think it makes sense to automatically label these incidents with group::gitalycluster + master-brokengitaly.
