Track processor usage with Triage::Telemetry

What does this MR do and why?

This adds telemetry to record usage of processors into the Product Analytics backend.

This is heavily inspired by gitlab-org/gitlab-development-kit!3366 (merged).

Before merge

• Create the GITLAB_SDK_APP_ID variable
