Support the upcoming 'pipeline::expedited' label

What does this MR do and why?

In preparation to the change of pipeline:expedite into pipeline::expedited, I'm updating several processors to support both the legacy and new labels.

Related to gitlab-org/quality/engineering-productivity/team#514 (closed).
