Don't copy type::ignore label from issues to mrs

What does this MR do and why?

At present the typeignore label can get copied from issues to merge requests and it causes a bit of a pain (see A11y fix: make sure "+" button can be focused i... (gitlab-org/gitlab!154015 - merged))

This MR removes that behaviour
