Close stale unhealthy test issues after 90 days of inactivity

What does this MR do and why?
Since the creation and tracking of test unhealthiness is automatically tracked now, we should auto-close such issues that don't have any activity (i.e. no test healthiness problem reports) in the last 3 months (we can discuss the threshold).
Closes #1510 (closed).
