What does this MR do and why?

Revert "Merge branch 'jennli-ping-attributed-channel-when-no-response-detected' into 'master'"

This reverts merge request !2764 (merged)

It turns out automated messages cannot invoke / Slack commands, we may only be able to do it via Slack api instead of sending messages via webhook.
