Fix gap in group::geo issue default workflow labeller

What does this MR do and why?

At the moment the default workflow labeller checks issues which were opened in the last 2 days and have the groupgeo label

If an issue is created but sits for a few days before it is labelled groupgeo it will slip through the cracks.

This MR fixes that.
