Enable auto-triage for dev broken pipeline incidents

What does this MR do and why?

Auto-triage is awesome, so we should use it for broken dev master as well!

I wonder if there will be edge-cases with the fact that pipelines run on a different instance, but I think it should work as expected since we've added support for different instances in previous iterations.

• If adding environment variables for reactive processors, update config/triage-web.yaml and .gitlab/ci/triage-web.yml
