Fix DevMasterBranch pipeline failure config by fetching jobs from dev

What does this MR do and why?
Now that it's possible to request several APIs, this MR updates the FailedJobs class to fetch the API for the instance where the failed pipeline event occured.
This will allow the automated triage and notifications of dev master broken pipelines.
Closes #1380 (closed).
