Remove 'commerge integrations' group

What does this MR do and why?

The ~"group::commerce integrations (deprecated)" group is deprecated, and only exists as a category based on https://about.gitlab.com/handbook/product/categories/#provision-group and https://about.gitlab.com/groups.json. This MR removes the group and associated generated policies and CI config.
