Include MRs without a type in the untriaged community MRs report

The untriaged community MRs report currently consider MRs partially triaged as long as a group and stage labels are applied.

This is incorrect as a type label needs to be set as well.

This MR also consider "department" labels (e.g. Engineering Productivity) as a replacement of group & stage label.
