For open issues, go from ~SUS to ~"non-SUS" if at least one condition below is true:

• The issue has the labels ~SUS and featureaddition applied
• The issue has the labels ~SUS and Actionable InsightExploration needed applied

Verify this MR with dry-runs

In the dry-run, one issue has been found:

• gitlab-org/gitlab#11870 (closed)

This is consistent with what I can see in the UI:
