Notify MRs with ~UX label in a dedicated Slack Channel

What does this MR do and why?

We want to include UX in reviewer roulette (gitlab-org/gitlab-design#1936 (closed)), and as part of that we need to make sure we have visibility into whether that change leads to more designers across all teams assigned to MRs. The easiest way to make that happen for our requirements is a Slack channel.
