Add UX to reviewer roulette for all UX labeled MRs
This issue is to plan and prepare for this change, expected to being around the start of Q2.
Note from UX Leadership agenda: "Today, MR reviews are assigned to the Design DRI for each group. If a designer worked on the design, they are assigned to the review. This is done outside of the GitLab Roulette. For Community Contributions, the GitLab Roulette is used to recommend a designer for the review. We will be updating the GitLab Roulette to recommend a designer for MR reviews that are not community contributions..."
There are a number of benefits to this change such as:
- Evenly distribute MR Reviews across Product Designers in the UX Department. The current disparity ranges from some ICs averaging 24+ MR reviews a milestone to others averaging 1 or fewer. This will open up capacity to some of our designers who work on high usage areas of our product to focus on creating design solutions.
- Create awareness of the end-to-end GitLab product by having designers involved in reviewing work outside of their normal areas. This can later lead to holistic solutions and seeing connections between stage groups (and Pajamas) that would otherwise get missed.
- Potentially improve communication and documentation of design solutions as we're now relying on another designer to confirm a solution was developed as intended.
- Designers will get visibility and experience in other areas of the product, potentially discovering a new passion or area of interest to work.

Q: Reviewer roulette is usually just a suggestion. Can we re-assign to the design DRI?
A: Best practice is to generally assign the suggested designer, however feel free to mention the design DRI as well, especially if there are questions about the implementation.
