Resolve "Divide the number of triage issues by quality department member usernames"

This will divide the issues to triage equally for each triager and will assign the issue to all the triagers.

Once you have triaged all your issues, you can unassigned yourself from the triage package.

Example issue:

* Title: 2019-05-16 Newly created unlabelled issues requiring initial triage
* Description: Hi Triage Team,

Once you've triaged all the issues assigned to you, you can unassign yourself with the `/unassign me` quick action.
