Reduce the "custom" health check frequency from 5 to 20 minutes

What does this MR do and why?

This is for the sake of reducing the number of pipelines we run now
that we have the health check in GCP (but we wait a bit before removing
the custom one, just in case).

Expected impact & dry-runs

Less scheduled pipelines.
