What does this MR do and why?

Instead of looking at added labels, we look at current labels in the PlanUxMrReviewSupport processor.

By looking at added labels, the processor isn't triggered when devopsplan and UX are not added at the same time.

Expected impact & dry-runs

It's fine to look at current labels as we use the UniqueComment behavior so the comment is only posted once.
