Only ping AppSec after approval of JiHu MRs

What does this MR do and why?

  • Renames Triage::JiHuContribution to Triage::LabelJiHuContribution and make the processor only add the label.
  • Ping AppSec upon approval only, instead of when a JiHu contribution MR is opened.

Expected impact & dry-runs

It should increase the likelihood that AppSec are pinged at a better time to review JiHu contribution MRs.
