reactive: Use structured JSON log compatible with GCP logging format

What does this MR do and why?

This is adds structured JSON logging to the reactive web app.

This relies on Ougai, Rack::Ougai, as well as Rack::RequestID.

Expected impact & dry-runs

I should perform additional testing of processors before we deploy this to production.
