Use the expandable reference added in GitLab 14.6

What does this MR do and why?

I thought it could be cool to dogfood this new feature introduced by https://about.gitlab.com/releases/2021/12/22/gitlab-14-6-released/#render-the-title-of-a-referenced-issue-within-markdown.

I wanted to make the change in a single policy for now to try it out. Later we can expand on using it more broadly.

Note that titles are truncated, which I think is ok and leaves a bit more place for labels after it.
