Rename confusing variable name by removing negation

What does this MR do?

I think using a positive-worded variable is easier to understand. Also, we'll only need to set REPORT_IN_ISSUES to true for jobs where we want to report failures, instead of setting SKIP_REPORT_IN_ISSUES to true by default and overriding it for jobs where we actually want to report.
