Use the new gitlab_quality-test_tooling gem in all the report jobs

What does this MR do?

In support of gitlab-org/gitlab!120470 (merged), we're replacing the usage of gitlab-qa-report from the gitlab-qa gem by the new dedicated scripts from the gitlab_quality-test_tooling gem.
