What does this MR do?
Support GitLab-managed registry database creation
- Adds default configuration for port, host, user, dbname, enabled.
- Creates a database_objects resource to provision database and user for the registry db.
Support for GitLab-managed PG automatic registry DB migrations will be provisioned on Automatic Container Registry Database Migration... (#8670 - closed).
The database objects will be provisioned even if the user is on the legacy registry db. But it will only provision upon condition only_if { node['postgresql']['enable'] }. I.e., the user must be using the GitLab-managed database.
