Create a Default Database for the Container Registry (Level 2 support)

Summary

We should instantiate a default database for the container registry and preconfigure the container registry to connect to this database.

The container registry team is planning on moving to enabling the metadata database by default for %19.0, but the database connection info can still be preconfigured as long as the database is disabled. Therefore, most of these changes may be completed before the %19.0 milestone.

Impact

Enable database integration for the container registry by creating a preconfigured database environment that can be automatically enabled in future releases.
