Remove old code used for AMI builds

What does this MR do?

In !6976 (merged), we made AMI creation fetch packages from artifacts instead of S3 bucket, but we kept the old code around behind an env variable in case the new one failed during release and we wanted a way out. The new code worked fine in 16.2 release, so we can delete the old one.
