What does this MR do?

Recreate the SSL key if it does not match the config.

This MR was recreated in this project, as it was discussed that the underlying issue is not a critical security problem.

Differences from original MR.

  • changelogs/unreleased/kc-ssl-recreate.yml has been removed, as it's no longer required.
  • Updated Git trailer message from Changelog: security to Changelog: fixed
