Put Repmgr and Consul libraries in gitlab cookbook

Balasankar 'Balu' C requested to merge 5239-fix-master-consul-repmgr-libraries-missing into master

Since they are required during Settings merging, which happens in CE also. So if they are not installed in CE, reconfigure will fail to find those libraries.
