Update the openssl software with upstream changes

Upstream version of the file seen here: https://github.com/chef/omnibus-software/blob/0ead966141a67a333fa7d3176c42442801074946/config/software/openssl.rb

• Removes the need for makedepend
• I've removed the fips support, and changed the patch to match our current version. Also dropped upstream version info in favour of our versioning.
