Bad database user on postgresql from 11 to 12
Summary
When attemtping to migrate from 13.6 to 13.7 (CE) I had an error with postgresql upgrade which was database user "gitlab-psql" is not the install user

Steps to reproduce
Maybe related to my instance but gitlab-ctl pg-upgrade
.
What is the current bug behavior?
Cannot migrate from PostgreSQL 11 to 12.
What is the expected correct behavior?
Able to migrate from PostgreSQL 11 to 12.
