Generate gitlab.rb template for the running version

Problem to solve

Eventually after a major release the config file lack some features, would be nice to be able to get a template for the installed version or the new version.

Intended users

Systems Administrator.

Further details

Would make easy to use and configure new functions releases.

Proposal

Maybe use gitlab-ctl, theres the diff-config function that compares the current config file with the new. It could also generate the new file.

Permissions and Security

Only system administrators or people with ops role, maybe.
