Bump to latest mimedb version v1.45.0

Updates mimedb to latest version v1.45.0.
Adds go.mod.
Adds simple pipeline with tests and security scanners.
Uses the VERSION file to obtain the .json file to read DB from.
Uses a custom http.Client with a timeout.
