Switch to GitLab Runner Operator CR for Redhat Img

In order to build run the catalag source image, we need to login to the RedHat Registry. The access to this account is not allowed to community contributor. This prevent the community MR from behind merged in the main branch.

With this MR, the images needed are pulled from the GitLab Runner Operator Container Registry removing the issue described above. We then don't need to exclude the catalog source job from Community contribution

This Community MR show a successful pipeline
