As part of gitlab-com/www-gitlab-com!110235 (merged), we apply typeignore label by default for failure issues created during pipeline triage. This MR add the label in the QA failure issues template. This was identified as a follow up task - gitlab-com/www-gitlab-com!110235 (comment 1103280515)
